Alternative news outlet, the Abreu Report, recently conducted a cross analysis of 20 leaked documents (originally leaked by former US Army Private Chelsea Manning) from the WikiLeaks‘ “Public Library of US Diplomacy.” These 20 documents, all with the same genre of information, display a very clear picture of the US government’s aim to advance “US policy priorities and goals” in foreign countries as well as surveil and corral news outlets which hinder US foreign policy, in places such as Nigeria, Yemen, Ukraine, Iraq, Kuwait, Oman, Pakistan, the United Arab Emerates (UAE), as well as others.
While the particular details in these documents may read like isolated incidents, each document seen within the context of one another through cross analysis shows consistent motivation and methodology of the US government surveilling those they see as dissident media outlets, as well as its overall persistence with this surveillance of the global counter-culture media.
This surveillance is conducted by the US Bureau of International Information Programs (IIP) and mostly involves the archived documentation of media sources that consistently report “anti-American propaganda.” Yet oftentimes, those who were making very articulate comments in defense of the US were also reported to the IIP.
“The IIP is targeting anyone who has a high media profile in their respective countries, or who has the intellectual and technological knowledge to start a website exposing US abuses.” –Abreu Report
There are reportedly over 700 joint-operating facilities globally, named “spaces,” that have the specific mandate to disseminate anti-conspiracy propaganda. The specific coordinates of their locations remain classified.
Reports were found that discussed entire sections of articles written by foreign journalists commenting on the western Zionist funding of the 9/11 terrorist attacks, claiming that the agenda of US Foreign Policy is foreign destabilization, and that the only primary motive of the US remains dominating the globe as the number one imperialistic nation–among other claims written by these journalists.
One secure document sent by the US Embassy in Nigeria to the IIP shows how extremely concerned the US was about the rise of conspiracy theories by the Nigerian Media alleging “that Israel was responsible for the attacks which initiated America’s War on Terror.” Shortly after the 9/11 attacks, Nigeria’s Weekly Trust reported that:
“4000 Israelis, tipped off by the Israeli government, stayed away from work on September 11.”
The Weekly Trust was the first paper to make comments that supported Osama Bin Laden. It was under the claim that he was being falsely accused, and that the true authors of the crime needed to be outed. At the time, the Trust wrote:
“While we sympathize with all nations and families that lost their members in the WTC attack and hope that actual truth behind it will one day be discovered, we have chosen today to side with the Taliban and pray for the safety of Bin Laden or his martyrdom. America has accused them unjustifiably.”
Former US Ambassador to Nigeria, Howard Jeter, wrote to the IIP stating that the US needed to confront such allegations in their own media and sent recommendations that:
“We may need to consider how IIP can counter this kind of disinformation.”
Five weeks after Ambassador Jeter sent his recommendation to counter the 9/11 conspiracies using the IIP, President George W. Bush gave his speech stating:
“Let us never tolerate outrageous conspiracy theories concerning the attacks of September 11th — malicious lies that attempt to shift blame away from the terrorists themselves, away from the guilty.”
It was quite apparent that Jeter’s message had been received.
On another separate occasion in 2007, a journalist in the UAE was secretly reported to the IIP for writing,
“While Cheney speaks of the liberation of fifty million people from dictatorship, he does not mention the four million Iraqi refugees, tens of thousands dead, hundreds of thousands wounded and disabled and the Iraqi widows and orphans… He sees with one eye only and therein lies the American catastrophe, stupidity or conspiracy.”
All of these snippets are sent via the local embassy, and are not the only form of surveillance that can be seen here.
The Abreu Report also noted in their article that the IIP operates in conjunction with an organization called TechCamp which is a US funded “conference bringing together technology experts, civil society and motivated youth to jointly develop technological solutions for identified obstacles in society.” Quite coy and unobtrusive at first glance, much like Gene Sharpe and CANVAS, the real problem here is not what is being discussed but who is facilitating the discussing and for what reasons they are doing so. Instead, what these TechCamps seems to double as, is a governmental assessment of the up-and-coming independent press in order to try and keep them in line. Former Deputy of Ukraine, Oleg Tsarev, gave a speech to the Ukrainian government in 2013 that read,
“In my role as a representative of the Ukrainian people…activists of the public organisation ‘Volya’ turned to me…providing clear evidence…that within our territory…with support and direct participation…of the US Embassy in Kiev…the ‘TechCamp’ project is realised…under which preparations are being made for a civil war in Ukraine. The ‘TechCamp’ project prepares specialists for information warfare…and the discrediting of state institutions using modern media…potential revolutionaries……for organising protests…and the toppling of the State Order. The project is currently overseen and under the responsibility…of the US ambassador to Ukraine…Geoffrey R. Pyatt. After the conversation with the organisation ‘Volya’… I have learned…that they succeeded to access Facilities in the project ‘TechCamp’…disguising as a team of IT specialists. To their surprise, briefings on peculiarities of modern media were held. American instructors explained how social networks and Internet technologies…can be used for targeted manipulation of public opinion…as well as to activate protest potential…to provoke violent unrest on the territory of Ukraine…Radicalisation of the population and triggering of infighting. American instructors show examples of successful use of social networks…used to organise protests…in Egypt, Tunisia and Libya.”
Of course, Tsarev’s warnings went unheeded, and Ukraine’s own Color Revolution surely did take place in conjunction with such revolutions like those in Egypt, Tunisia and Libya, among others more.
A final note is that these leaked documents are dated primarily within the first decade of the 21st century, which means that over ten years has passed since some of these cases–showing that the governmental opposition towards alternative media has been a growing trend that researchers will have to continue to be on the look out for. The state of events that can be extrapolated from these documents, placed in the context of the current state of affairs like the Trans Pacific Partnership Agreement, represent a massive corporate power grab for information. This 20-document cross analysis only helps further illustrate the great lengths to which the US government has gone in order to scout dissident voices of the growing counter-culture against imperialist US establishment.
The extensive lengths to which Washington DC has gone in order to catalogue any use of free speech that casts the US in a poor light, or what it sees as “anti-American propaganda,” is merit enough for an investigation into what they are compiling the data for. Furthermore, US corporate-funded foreign policy with avenues like social-media technology conferences, like “TechCamp” in Ukraine during 2012, have proven to bear direct correlation to the destabilization that induced Ukraine’s own Color Revolution. If nothing else is worthy of a closer look, at least this surely is.
So here’s a friendly reminder to Truthers out there: Big Brother is always watching!
